User Preferences allow "auto-snapping" of time to preset time resolutions.

I typically report time in 15-minute increments.The current UI allows me to do this by editing all my previous day's tasks manually. So:

Task 1 8:02a-8:12a
Task 2 8:13a-8:35a

becomes:

Task 1 8:00a-8:15a
Task 2 8:15a-8:30a

Different settings could allow different resolutions - e.g. 15 min, 10 min, 5 min. etc.
